District Drug & Alchohol Review Committee (DDARC) 
 

Prior to 2008, students caught using or possessing drugs or alcohol in School District 69 would receive an out of school suspension:  5 days for the first offence, 20 days for the second, and 6 months for the third.  The policy was consistent whether the student was a first time experimenter or a heavy user, and there was little support for change in behaviour.

In 2008/09 the School District piloted a new approach, one that would look at students involved in substance abuse on an individual basis, and work to provide support in changing their behaviour.  This new approach is spearheaded by the District Drug and Alcohol Review Committee (DDARC).  DDARC members include a Principal and Vice Principal from district schools, the Vice Principal from the student’s school, a representative from "Connect" Drug and Alcohol Group (VIHA), and a District Counsellor. 

Students caught using or with drugs or alcohol during school are required to serve an in-school suspension and complete assigned work, including an Independent Learning Package on Drug and Alcohol Use.

In addition, they are required to attend a Hearing with their parents and the  District Drug & Alcohol Review Committee.  The Review Committee Hearing allows everyone to have their say; to be listened to and share their thoughts and feelings about the incident.  The Hearing also allows the adults in the student’s life to create a plan to help the student be successful in their lives at school. 

Response to this new approach has been highly favourable.  Students and parents who have attended the hearings have expressed appreciation for a process that demonstrates genuine concern and compassion as well as a proactive approach to managing substance abuse.

DDARC explores restorative solutions instead of focusing on punitive measures.
