From Craig Bay to Franklin’s Gull Road (includes the Craig Bay Estates  area).   Follows Franklin’s Gull Road to where it intersects Industrial Way, where it turns south and then follows the Inland Island Highway to the Englishman River.  The Englishman River determines the NBES eastern boundary until it meets the Nanaimo School District boundary and turn to meet the ocean.
